Waseem Sajjad (Senior Advocate Supreme court)

Mr. Wasim Sajjad obtained M.A. (Political Science) and LL.B. degrees from the Punjab University. Thereafter he went to Oxford as a Rhodes Scholar from where he obtained the degrees of M.A. Jurisprudence and B.C.L. He is a Barrister-at-Law from the Inner Temple, London. He is an honorary fellow of Wadham College, Oxford.

Mr. Sajjad is one of the leading lawyers of the country. He was elected Senator in 1985. He became the Minister for Justice, Law and Parliamentary Affairs in 1986. As Minister, he was the Head of the Ministry whose responsibility is to act as Legal Advisors to the Federal Government and to the Public Sector Organizations in the country. The Ministry is also responsible for introducing and handling legislative business of the Federal Government in Parliament.

One of the problems in Pakistan has been delay in the disposal of cases. As Law Minister, Mr. Sajjad established the Federal Judicial Academy in Islamabad. The purpose of this Academy was to train Lower Court Judges, in Case Handling and Management so as to expedite the disposal of cases. The Academy has now become an important centre for this purpose.

During Mr. Sajjad’s tenure as Law Minister, the strength of Judges in the High Court and Supreme Court was increased. The terms and conditions of service of the Lower Judiciary were also improved in order to enable them to function more effectively. Mr. Sajjad started a process of dialogue and interaction with the Superior Judiciary of the country to identify the problems in the judicial system and bring in reforms so that the Judiciary can become more efficient and effective and is able to respond to the changing requirements and needs of the present day society.

Mr. Sajjad became Chairman of the Senate of Pakistan in 1988 and held the office for 12 years. He has travelled extensively and led numerous delegations to countries all over the world. He has also held the office of the Acting President of Pakistan.
After an absence of some years on account of his responsibilities in the Federal Government, Mr. Sajjad has re‑joined the profession . His special area of practice is constitutional and corporate law. He is now Senior Advocate, Supreme Court of Pakistan.

Dr. Azam Chaudary (Advocate Highcourt)

Dr. Mohammad Azam Chaudhry was born on 10th January 1945 at Ferozepur (India). He did his M.A. (Political Science) and LL.B from the Punjab University; and from Paris University, his PhD in International Law on the “Settlement of International Disputes Within the Framework of the Specialized Agencies of the United Nations”. He was enrolled as an advocate in 1968, and has been an Advocate of the Lahore High Court since 1973. He joined the World Tourism Organization in 1976 as Legal Officer.

In his capacity as Legal Officer of the World Tourism Organization, he acted as Secretary of the Legal Committee of the Executive Council and, of the General Assembly. He also negotiated a number of Agreements on behalf of the World Tourism Organization with the Governments of Spain, Sri Lanka, Egypt and Peru. As Legal Officer (1979-1982) and as Legal Advisor (1986-1987) of UNHCR in Geneva, he supervised application of international legal norms, negotiated and drafted Assistance Agreements, Air Charter Agreements, commercial contracts, insurance claims, dealt with legal supervision of application and interpretation of Financial and Administrative Rules, and handled litigation matters. He also served as:

  • Member of the Joint Appeals Board;
  • Member of the Contracts Committee;
  • Member of the Executive Management Group (EMG);
  • Member of the Coordination Team (CT);
  • Member of the Information Committee; and
  • Secretary of the Management Committee.

He acted as UNHCR Representative in Spain from 1982 to 1986, and as Legal Advisor of UNHCR from 1986 to 1987. Since 1987, he has been working as an advocate (lawyer) in Pakistan, and deals with Arbitration and Alternate Disputes Resolution, Corporate Affairs, Banking and Financial matters, Oil and Gas Laws, Import and Export Laws, Dispute Resolution, Telecommunication Laws, Power Generation and Energy Laws, International Trade Law and World Trade Organization Agreements and laws.

He is also Chairman of the National Institute of WTO and International Trade Law Laws. He was awarded the highest French Civilian Award “Chevalier de la Légion D’Honneur” (Knighthood in France), by the President of France in July 2003.
